Subject: Strategic Mitigation of EU Regulatory Risk and Service Access
To Our Community,
This notice addresses changes to our service access due to new EU regulations.
As a non-commercial, volunteer-run Open-Source Software (FOSS) project, we lack the resources and legal infrastructure to comply with the complex mandates of several impending EU legislative acts:

  • Product Liability Directive (PLD) / Software Liability (2026): We face unacceptable risk due to legal uncertainties regarding the "commercial activity" exemption for FOSS projects.
  • Digital Services Act (DSA): The extensive moderation and compliance requirements exceed our volunteer capacity and resources.
  • Proposed CSAM Detection Regulation (e.g., 'Chat Control'): Potential mandates for backdoors fundamentally conflict with our commitment to user security and End-to-End Encryption (E2EE).
  • AI Act: Compliance conflicts with our commitment to free expression and our project's mission.

Action:
We have relocated our core services outside the EU jurisdiction. To fully safeguard our volunteers and ensure the continuity of our project, we are implementing an IP-level block to restrict all connections originating from EU member states.
We sincerely regret the impact on our EU-based community but deem this protective measure essential.
